Your impression of a neighborhoods filled with boarded up houses

What comes to mind for me is that maybe they are just being demolished. But I also think that people might be inside using them as shelter.

I do not know much about the boarded up houses and buildings in Winnipeg. Although, I do not think they are dangerous.
